Vega's Spell 10% not working.

As title says... Yesterday I tried to use one of these and it popped up and everything fine...but after adding my equip + the scroll and pressing the button to start scrolling it did not do anything... And i couldnt even close the popped up vegas window... The only thing i could do was ccing but nothing happened!

I tried too so right now, im just using 10% dbg scrolls. Which are very expensive and hard to succeed with.
